Vision Statement:
- BSDA focuses its efforts on reaching the truly impoverished, orphans and street children and educating them on life issues: HIV/AIDS; drug abuse/addiction awareness and prevention; violence prevention; and social and Buddhist morality in Cambodia.
Mission Statement:
- Cooperate with the Cambodian government, Buddhist institutions both local and
international, and aid agencies to enhance access to education and social resources for both the impoverished and women
through an "integrated community development in Cambodia.
- When access to public education and resources is not available, or when people cannot afford
them, to provide them with assistance through the monastic community (the Sangha).
- Provide poor and at-risk persons with education and prevention strategies for HIV/AIDS, drug abuse/addiction, and violence.
Program Goal:
- Work in partnership with the Ministry of Education, Youth
and Sports (MoEYS), primary schools, secondary schools,
pedagogy centers, training centers, health departments,
prisons, target local groups and communities through
cooperation with local authorities and NGOs in order to
improve their standard of living and human resources.
Objectives:
- Providing assistance to street children, orphans and the truly impoverished.
- Awareness and prevention education for HIV/AIDS, drug abuse/addicts and violence.
- Counseling, treatment and rehabilitation of drug addicts and people living with HIV/AIDS (PLWHA).
- Urging all pagodas and communities to network and work directly together with people affected by drug abuse and HIV/AIDS.
- Absolutely against drugs, human trafficking and prostitution.
- Assisting the poor to attain basic health and hygiene standards.
- Providing an education in social and Buddhist ethics concerning drugs, violence and HIV/AIDS problems.
- Vocational training.
- Reinforcing the democratic, human and legal rights of the poor.
- Community development.
Organizational structure:
BSDA is a democratically managed association. The management is divided into two main sections:
1-The honorary president, the governing council and the advisory council.
2-The executive committee.
The governing council includes 7 members from every political tendency and religion as well as a number of institutes- informational, educational, and legal- NGOs, and government as well as civil servants.
Consultants, Advisors and duties:
The Consultant/ Advisors of the project are volunteers who advise on all BSDA activities as they are fully experienced in
developmental- and other relevant affairs.

- Prof. Dr. Holger F. Rabenau, Germany.
- Mr. Martin Lutterjohann - has more than thirty years experience on Treatment and Rehabilitation of drug abuse in Europe, America and Asia, currently working as an advisor to NACD of Cambodia.
- Miss Brigitte Van Hout, Mrs Sally Tarpey and Mrs.Gill Hogan
- currently working for VSO (Voluntary Service Overseas) as
Education Management and Technical Advisors in partnership
with KAPE in Kampong Cham Province, Cambodia.
- Mr. John Paul Nicewinter - current Peace Corps Volunteer
working with the Regional Teacher Training Center, Kampong
Cham, on teacher development and training.

Consultant/ advisors are invited to participate in discussions or are consulted on specific issues. The progress of Project Activities is shared with the Advisors in writing if they can't attend meetings.
The Consultants are invited to visit the activities in the field in order to evaluate and recommend any improvements of the Project Goals. The activities and financial report are sent to consultants every six months in order to keep Consultants informed of BSDA's financial activities.
Set the BSDA's vision and goals.
Examine the policy projects and budget that the executive committee submits.
Examine and evaluate the semester and annual reports that the executive committee submits.
Project the BSDA's activities and processes
Propose their own budget if they find the executive committee's budget proposal unsatisfactory.
Mediate disputes or disagreements between the executive committee members.
Recruit members to the advisory council as necessary.

The Executive Committee of BSDA has monthly meetings to discuss and plan future activities.
- Prepare the policy, project and budget proposals to submit to the governing council for evaluation.
- Take a leading role in the development of BSDA programs.
- Initiate communication with other organizations, aid agencies and government ministries.
- Submit BSDA staff salary proposals to the honorary president and governing council for final approval.
- Evaluate program effectiveness at least every six months.
- Run semester and annual reports as well as budget proposals to submit to the honorary president and governing council for evaluation.
